Objectives
  • unite into one Federation the various philatelic societies and stamp clubs
  • represent member societies and clubs and advance the interests of philatelists
  • facilitate the exchange of ideas and issues relating to philately among member societies and clubs
  • create, stimulate and maintain national interest in philately and stamp collecting
  • encourage projects which will advance the interests of philately
  • promote cooperation amongst philatelic societies and clubs
Background
Organised philately began in New Zealand with the formation of the Philatelic Society of New Zealand, later to become the Royal Philatelic Society of New Zealand, in 1888. Other societies were formed but of our present-day societies the Royal (1888), Christchurch Philatelic Society (1911) and Dunedin Philatelic Society (1913) are the oldest.

The present Federation, then known as the Federation of New Zealand Philatelic Societies, was formed on 13 March 1948.
 
Structure
The Federation Executive Committee includes two delegates from each of the three regions - Northern, Central and Southern. The officers of Federation - President, Secretary and Treasurer - are elected by all members at the Annual General Meeting. Each member of the committee has specific areas of responsibility (portfolios).

Federation Resource Kit
Each society affiliated to Federation has received a copy of the NZPF Resource Kit which should be readily accessible to any individual member of the society. It is loose-leafed (so that it may be readily updated) and has over 200 pages containing a wealth of information intended to assist all stamp societies. The Resource Kit's nine sections cover the following:
Section A: Philatelic Calendar
Section B: NZPF Awards for Philatelists with rules and nomination forms for each.
Section C: Federation providing a list of officers and representatives, a brief history, current structure, the Rules and Regulations and details of all affiliated societies.
Section D: National exhibitions detailing regulations for NZPF approved exhibitions.
Section E: Philatelic Trusts
Section F: General Information providing details of NZ Stamp Dealers' Association members, books and periodicals, postal auctions, philatelic videos and libraries.
Section G: Activities providing a variety of ideas and activities to assist in running an active society.
Section H: Workshops giving outlines for a selection of workshops helpful in teaching the basic elements of stamp collecting
Section I: Competitive Philately giving outlines for workshops, judging hints and judging sheets for basic 4, 8 and 16 page philatelic competitions.
   

Awards for Philatelists
The NZPF has a range of awards with which it acknowledges the services of individuals to the hobby in New Zealand. These include the Award of Honour, Award of Merit, Philatelist of the Year and Deserving Philatelist. Only affiliated societies of the Federation can make nominations for these awards. Full details of the rules relating to these awards, nomination forms, past recipients, etc are contained in Part B of the NZPF Resource Kit.

Award of Honour
This award recognises a philatelist who has given outstanding service to philately in New Zealand in some public or other capacity by:
  • research work made available for the benefit of philately
  • formation of any notable collections which have been exhibited or displayed for the benefit of philately
  • journalistic work or the presentation of papers
  • organisation or propaganda work in connection with philately, philatelic exhibitions, and congresses or stamp clubs.
Award of Merit
This award recognises either:
  • the services of a person who has done outstanding work for the promotion, organisation and administration of the hobby in New Zealand on a national or regional basis (beyond their own society); or
  • a person whose outstanding original philatelic research has been presented or published for the general good of philately.
Philatelist of the Year and Deserving Philatelists
These awards, no more than one and five each year respectively, are made on the basis of work done by individuals to promote the hobby. The nominees must belong to a society affiliated to the Federation.

Youth Philatelist of the Year
This award is presented to :
  • acknowledge achievements of youth stamp collectors, designers, exhibitors and club members in the hobby of philately in New Zealand; and
  • recognise a young person (no older than 21 years at close of nominations) whose philatelic project, design or writings has been presented or circulated for the general good of the hobby.
Award Certificates
The Federation has various award certificates to give away to member societies for local and regional exhibitions. The society should contact the secretary by e-mail or post their request to Secretary, NZ Philatelic Federation, P O Box 19 119, HAMILTON.
 

Exhibitions
The NZPF sees exhibitions as a suitable opportunity to promote the hobby, demonstrating to everyone its cultural and educational values.

National exhibitions provide a means for New Zealand exhibitors to qualify for international exhibitions. In these exhibitions the entries are judged in accordance with national judging standards. Awards of appropriate levels then qualify the exhibitor for exhibitions held under the auspices of the International Philatelic Federation (FIP) or Federation of Inter-Asian Philately (FIAP).

National exhibitions may only be organised by an affiliated member of NZPF; participation is open to individuals who belong to affiliated societies or clubs of the NZPF, the Australian Philatelic Federation (APF) or who are otherwise expressly approved by the NZPF; and the judges must be approved by the NZPF.

While the NZPF does appear to have a very strong part to play in national exhibitions this is to ensure appropriate and agreed standards are maintained so New Zealand qualified exhibitors meet rigid overseas criteria. New Zealanders achieve outstanding results.

Not all exhibitions meet, or need to meet, these criteria. Many societies and clubs run regular exhibitions and displays. These provide opportunities for individuals to display material for the enjoyment of visitors and themselves. This may encourage those who have never done so before to compete at a national level, but that is certainly not the main objective.

FIP (International Philatelic Federation)
The Federation Internationale de Philatelie (FIP) is made up of about 80 member federations representing collectors of their respective countries. NZPF is the national representative for New Zealand collectors. For details about FIP and other member federations check Links.
 
FIP Commission Representatives
Within FIP each philatelic discipline has a Commission. Each affiliated federation nominates representatives. This ensures the business of the Commissions can be widely diseminated and each country has the opportunity of making an input to the Commissions' deliberations. New Zealand representatives on each of the Commissions are as follows:

FIAP (Federation of Inter-Asian Philately)
The idea of a Federation of Inter-Asian Philately dates back to 1970 and FIAP was finally registered in Singapore on 14 September 1974. The first FIAP Congress was held in Kuala Lumpur on 22 September 1975. Today FIAP comprises the national federations of over 20 countries between Japan in the east and Saudi Arabia in the west and includes New Zealand, Australia and South Africa.

FIAP is one of the three 'continental' federations of FIP which have representatives on the FIP board and on each of the eleven FIP Commissions covering each class or discipline of philately plus forgeries.

The objective of FIAP is to promote philately in the 'Asian' region through exhibitions, training and publications.
