Fifty update pages have recently been sent to all Societies. There is a huge amount of useful information and good ideas in the Resource Kit, so it is a good idea to have it at meetings for your members to view. |
| Ivor Masters of NZ POST at last NZPF meeting |
Postal Services Act and inter-connection agreements Under the Postal Services Act NZ Post must provide interconnect agreements with anyone who wishes to provide postal services. There are two types of agreements – lodgement, and large volume. The first is where the service provider lodges mail with NZ Post and receives a business postage rate equitable with other companies. The second, the large volume supplier, with or without pre-sorting, is eligible for negotiated reduced rates as with other large users of the service. The service providers can produce labels and envelopes. New Zealand Post is an international exemplar of how a postal service can operate under the type of competition envisaged by the Act. It will not take steps (it cannot by law) to treat alternate mail service providers unfairly. Labels The world of labels is growing. Ivor uses the term labels (the items issued by other providers) rather than stamps because they do not follow the UPU rules in relation to stamp products. NZ Post must produce within the UPU guidelines, including the issues must be generally available across the country with no [artificial] shortages. The labels may be quite local and not generally available even within that area. The advantage for users of labels is the opportunity for businesses to promote themselves. Courier services At the last meeting Simon Allison had agreed to follow up the issue of insurance for Couriers. He had done so and had advised Federation of his findings to date. It appears that the issue will not improve unless we approach the right people in NZ Post and provide a sound argument why any change to current procedures could be justified. Ivor provided a contact for Federation to follow up. Nelson Society petition Ivor raised the issue of the petition from the Nelson Philatelic Society. He advised that he had received three responses from two societies (including Nelson) and one dealer. Executive members outlined the reactions of their own societies to the petition. Ivor, and the Federation Executive Committee, was disappointed the society had gone down that path as there was a real possibility that it could exacerbate many of the issues the Nelson society was most concerned about. Ivor believe Stamps is very supportive of the hobby and he and his staff often visit societies to outline business realities in addition to information about stamp issues and is only too happy to respond to queries and seek changes where they are justified and can be made. It was suggested to Ivor that many of the issues raised by Nelson had been raised at the Q1/2009 of Federation, and the minutes of the meeting gave full coverage of the detailed and generally positive responses made by Simon Allison and Alan Hollows. Ivor is due to visit the Nelson society later this year. |
